Actually, what
Obama effected with his E.O. 13547 was a National Oceans Council in 2010 that
operates out of the Obama White House and takes its direction from the Executive
Branch (Obama & Val). This gives Obama the ultimate control--as TMK no
one in Congress has even questioned this--of water in the USA. And--as no

having his femur repaired. There are a few indications that the photo was not
taken in June, post operation. Look at the photo, and out the window, and you'll
see snow on the roofs of the tall Boston office buildings and ice/snow along
shore line plus freezing ice flows on the river below the bridge. When did Kerry
