State Department Blocks Low-Level Employees from Testifying on Benghazi  House Oversight Committee Chairman Rep. Darrell Issa (R-CA) is seeking legal protection for lower level employees of the Department of State after the Department stated they will refuse to allow them to testify about the September 11, 2012 attack in Benghazi, Libya.
