I was born to be a skeptic, and I have questioned Cato's regurgitation of a report by the Portuguese government that legalizing drugs actually eased the drug problem in that country. I questioned it because a group of physicians in that country said it was not true and presented verifiable information that made their point.
However, Cato has said that 2 million armed citizens stop armed criminals every year. You can make of it what you will:
