I will not participate in future caucuses so long as a group of malcontents are allowed to impose their will, as warped as it is, upon the voters of the Republican Party!

There has been much confusion concerning our Nevada delegation and their actions at the RNC in Florida. The only feasible way to stop the spread of misinformation is to publish the truth and the documents that support it. Accordingly, please follow the steps to the process of how the national delegation that represented us in Florida came to be:
· February 4, 2012 - Nevada Republicans hold their Caucus to select their favorite Republican candidate for President.
· Caucus attendees also select delegates to their county convention and pick member(s) for county central committees.
· Caucus voting results award delegates according to a formula matching the previously established rules.
· March, 2012 - counties hold their respective conventions and elect delegates to the state Republican convention.
· After two presidential candidates suspend their campaigns, the final determination of the caucus delegate assignments is calculated and 20 first round votes at the RNC are awarded to Mitt Romney and 8 votes are awarded to Ron Paul.
· May 5-6, 2012 - the Nevada State Republican convention meets and elects 25 delegates to the RNC in Tampa. Chairman McDonald, Committeewoman Smith and Committeeman List are automatic delegates to the RNC. The total number of delegates going to Florida is 28.
· A majority of those delegates that were elected at the state convention were personal supporters of Ron Paul.
· A majority of the alternate delegates elected were personal supporters of Mitt Romney.
· About two months prior to the National Convention a “Nevada Delegation Chairman” needed to be elected and any delegate interested in that position was asked to submit a self-nomination letter to be reviewed by all elected delegates.
· Three candidates were interested in the position of “delegation chairman.”
Here are the letters submitted by the three delegates that applied to be the Nevada Delegation’s Chairman:
Delegate Mark Carducci (Clark):
Dear James DeGraffenreid, and fellow Nevada Delegates for Liberty,
I would like to officially submit my self-nomination to represent our valuable delegation as delegate chairman.
I have supported Ron Paul's complete platform since 1986, when I first read a Wall Street Journal editorial piece of his on the Federal Reserve, while myself transitioning from employee at the Chicago Board of Trade reading money supply figures from the Fed, to Medical Student, somewhat reciprocally compared to Ron who went from physician to Fed critic. I worked on his campaign in 1988 and 2004 and currently 2012, with major expenditures on full scale billboards to recruit grass roots supporters of the Liberty movement, as well as door to door in Iowa and Nevada over the last year.
Currently I serve on the Executive board of the Clark County Republican Party, with 12 years prior experience developing diplomatic communications skills with one on one Physician Patient relationships, as well as between those of the political, physician and attorney community, and feel that these skills could be put to good use, respectfully gaining new open minded, through "Establishment"-minded delegates to the "Liberty" delegation in Tampa, and respect from the RNC leaders during the Convention. This requires a deep understanding of Monetary, Foreign, and Fiscal policy, as well the basic principles of the Constitution, particularly State Sovereignty.
Ultimately, I believe we must patiently strategize now through late August to nominate Dr. Ron Paul in order to regain our Constitutional Republic, whereby we once again can live with relative freedom. Dear Secretary DeGraffenreid and fellow Nevada Delegates,
I would like to nominate myself for Nevada Delegation Chairman.
I’m currently the Chairman of the Nevada Republican Party and have been a very active Nevada Republican since age 18. I served as a Las Vegas Metropolitan Police Officer as well as serving the City of Las Vegas as a City Councilman for two terms. My background has taught me to play by the rules and that listening to people is the first step towards reaching a common goal. We’re a battleground state and I know that each voice and each vote is critical towards our collective goal of success in Republicans winning elections on all levels.
As I reflect on what we all seek to restore in government, principle is at the forefront of this election. We’re all fighting to restore principle, and restoring principle cannot be compromised. Principle starts by our delegation honoring our rules, and as your chairman, I commit to you that the rules will be followed.
My goals as the State Chairman have been clear from the start: follow the rules, party unity in the form of backing our Republican candidates, and finally and most importantly, Nevada comes first!
It would be my honor to further serve the Nevada Republican Party as the Delegation Chairman. Delegate Wayne Terhune (Washoe) :
I would like to nominate myself for the position of Chairman of the Nevada Delegation to the Republican National Convention. I have worked hard for the Ron Paul Liberty cause for several years. After attending the Ames Straw Poll as a volunteer for Ron Paul in August of 2007, I worked as a volunteer organizer for Washoe County during the 2008 Ron Paul campaign. I was instrumental in the appeal to the RNC's Committee on Contests in 2008 that resulted in Nevada's being awarded four Ron Paul delegates and the State Party's actions labeled "inept" by the RNC. During the recent Ron Paul campaign, I served as a Regional Coordinator for the campaign, ran the Washoe County Ron Paul headquarters, and made a number of speeches at Republican events in support of Dr. Paul.
While I have worked for Dr. Paul, I have also remained committed to being involved with the Republican Party at the County and State level. I am a member of the Washoe County Central Committee, and the Nevada State Central Committee. I have served on several committees at the County and State level, including the Washoe County Nominations Committee and the State Rules Committee in 2012. As your chairman, I will do my best to make sure Ron Paul is nominated on the floor of the Convention, while abiding, as always, within the rules.
If elected as your Chairman of the Nevada Delegation, I will do my best to be thoroughly informed on the rules of the Convention, communicate with other delegations to coordinate efforts as necessary, and make sure the voice of the Nevada delegation- and the voice of each and every delegate- is heard clearly and completely on the floor of the Republican National Convention in Tampa.

Important Footnote:
· Had a tie occurred during the election for Delegation Chair, the alternate delegates would have been activated to break the tie.
When the votes were counted, it became evident that State of Nevada’s Delegation to the RNC would, for the first time in history, head to the Republican National Convention without its State Chairman also being the chairman of its RNC Delegation.
Facts regarding the RNC voting procedure in Tampa:
· 8/25/2012 - State Chairman McDonald, Committeewoman Smith and Committeeman List meet in Florida to receive the passes for Nevada’s delegation.
· 8/26/2012 - Chairman McDonald is called back to his home in Las Vegas due to his 87 year-old father’s failing health.
· 8/28/2012 - Nevada’s delegation, led by Wayne Terhune, is seated at the Nat’l Convention to announce Nevada’s vote.
· 8/28/2012 - When called upon by the acting RNC chair, Nevada Chairman Terhune announces 17 votes for Ron Paul, 5 for Mitt Romney and 5 abstentions instead of 19 votes for Mitt Romney and 8 votes for Ron Paul.
· 8/28/2012 - The Executive Board of the Nevada State Republican Party, via its Vice Chairman/Committeeman-elect James Smack, immediately issues a press release disavowing the vote reported by Delegation Chair Terhune and requests that the RNC Secretary record the vote properly in accordance with Nevada’s Rules.
· In the days immediately following the RNC, the NRP and most of its executive officers have been inundated with angry phone calls and emails from disenfranchised Nevada Republican voters who have expressed their outrage over the wanton disregard of their NRP Caucus votes by our RNC delegation.
· 9/5/2012 - At the NRP E-Board meeting; The State Party concluded that our current bylaws have no authority to “discipline” the delegation members who “broke” their binding and/or willfully violated the rules that were passed at the 2012 State of Nevada Republican Convention. The NRP E-Board censured our RNC delegation chairman for disregarding the rules pertaining to the binding of the delegation and the delegates who didn’t honor their binding. It was noted that county central committees could possibly take action against any those delegates if permitted by their own by-laws.
These are the facts on how the Nevada delegation came to be and the background of what occurred in Tampa. We encourage the County Chairs to use this information as a tool to assist their Central Committees in fortifying their bylaws so that in the future the RNC vote is reported properly.
It is the mission of the State of Nevada Republican Party to see all Republican candidates win their elections. On October 20thEarly Voting begins and November 6th is only about a month and a half away. Let us put the problems of the RNC behind us for the next 6 weeks and focus on getting all of our Republican candidates elected. We can re-visit how to prevent the problems that occurred at our national convention after the conclusion of the November 6, 2012 election. We must put everything in order if we are to be successful on Election Day. We need your help up and down the ticket! I encourage all of you to go to, or call, your county central committee office to see where you can best serve the cause of freedom and smaller government which is what our Republican Party stands for. Attend meetings and get involved! Your voice cannot be heard or counted if you are not an active member of your Party. I hope to see you soon!
